Process - How HPRAC works
HPRAC's process is open, accessible and accountable. Before making recommendations to the Minister of Health and Long-Term Care, input is sought from a variety of sources including the public, interest groups, health professionals, health professional regulatory colleges and associations. Depending on the nature of the project, a variety of channels are used including written submissions, public hearings, focus groups, and community meetings.
When a referral is received from the Minister of Health and Long-Term Care, HPRAC determines relevant public interest concerns and questions. HPRAC attempts to understand all perspectives on an issue including those of the key health care practitioners, other affected health care professionals, clients/patients, advocates and regulators.
Time permitting, each issue proceeds through a multi-stage process where information and responses are requested from and shared with all concerned stakeholders through targeted mailings, public meetings, or other solicitations. At times, to assist in conducting the major evaluations HPRAC retains external consultants and experts in health law to provide specific expertise. HPRAC may gather additional information and conduct its own research.
Once a consultation is concluded HPRAC submits a report to the Minister of Health and Long-Term Care setting out its findings and recommendations. The reports remain confidential until the Minister completes his review and directs their release.
