Christy Hackney, Executive Coordinator

In addition to her duties as Executive Coordinator of HPRAC, Christy is also the Manager of the Health System Employment Strategy in the Ministry of Health and Long-Term Care (MOHLTC).  She has over 14 years of experience with the Ontario Public Service, most of which has been with MOHLTC.  A key area of focus for Christy’s recent work has been personal support workers (PSWs).  She led the ministry’s initial work to establish a PSW Registry in Ontario and provides oversight for the Registry.  She is also responsible for administering a $10 million annual PSW Training Fund and is working with the Ministry of Training Colleges and Universities to establish a common educational standard for PSWs in Ontario.  Christy has an Honours Bachelor of Arts degree and Master of Arts degree, both in Political Science, from the University of Toronto.

Doreen Thibert, Secretariat Lead

Doreen has been with the Ontario Public Service for over 20 years and has held a variety of key positions in a number of ministries - including a previous position as HPRAC Executive Coordinator. Currently on loan from the Nursing Secretariat, Ministry of Health and Long-Term Care, Doreen's experience in managing stakeholder relations in both the public and private sector during a six year expatriate assignment will be helpful to her in her assignment with HPRAC.

Stirling Lafrance, Secretariat

Stirling Lafrance has been with the MOHLTC since 2009.  Most recently Stirling has worked on developing regulations which govern regulated health professionals in OntarioBefore this he was a member of the team that developed the Excellent Care for All Act, 2010.  Stirling has an undergraduate degree in Sociology and Politics with an Emphasis in Law and Policy as well as a Master’s degree in Social and Political Thought.  As a Master’s student Stirling’s research interests were: the pharmaceutical industry, long term care workers and workplaces and obesity in the North American context.
